According to the news from Hangame, NHN (the publisher for TERA in Korea) has announced that Tera will go free-to-play starting 2013 Jan 10th. Yet the subscription-based mode for TERA still remains in North America and Europe.
TERA is also getting a major content update in the near future. The patch includes a revamped political system, "content centered around guilds and the community," large-scale PvP events, sieges and airships, and new dungeons. NHN has released a story-focused teaser video for the update which you can view after the cut.

Hello, it is TERA team.
With much anticipation, starting open-beta 2011 Jan 11, last 2 years, we have done 2 minor updates and major updates such as beast destruction?, argon's queen, argon's queen II to attempt to make changes with effort.
We want to thank TERA players who have beloved TERA last 2 years and we want to promise another change at this point.
Starting 2013 Jan 10th, TERA will go free-to-play, and with this start, new contents and changes will occur in political system, raid system, and massive pvp, with alliance and alliance training center?, 10man raid sorcerer's fortress, and 20man raid kelsaik's holyplace? and battleground of fire?.
